The 23 wards of Tokyo, include Chuo, Chiyoda, Minato, Shibuya, Shinjuku, Toshima, Taito, Meguro, Bunkyo, Shinagawa, Nakano, Setagaya, Suginami, Ota, Kita, Arakawa, Sumida, Koto, Itabashi, Nerima, Edogawa, Katsushika, and Adachi. Any other area will have a surcharge of JPY 5,000-20,000 to be paid before or on the day of the trip.
